About the project

Swachh Bharat Mission (SBM) was launched by the Honourable Prime Minister of India on October 2, 2014. The main objective of SBM Urban is to address both elimination of open defecation and solid waste management (SWM) in all 4041 Urban Local Bodies (ULBs) of the country by 2019.
To address mainly Solid Waste management issues, the Swachh Bharat Mission has launched a multipronged approach to counter the cyclical effects of de-motivation and poor performance by infusing enthusiasm, financial support, a feeling of accountability among the staff of Urban Local Bodies (ULBs) towards cleanliness and massive awareness campaigns among citizens who are the primary generators of solid waste in the cities.
National Institute of Urban Affairs (NIUA) has been involved in capacity building of ULB officials for implementing the plans related to cleanliness and Solid Waste Management component of the Swachh Bharat Mission (Urban). To help ULBs in various states develop capacity and motivation to modernize, incentivize, innovate and achieve compliance of Solid Waste Management Rules, 2016, the Phase I & Phase II of the Swachh Bharat Mission Exposure Workshops were conducted by NIUA in a total of 24 batches (12 batches each) in which 647 officials were trained during May – October 2016 (Phase I) and May – October 2017 (Phase II).
In 2018, NIUA planned to conduct Phase III in five parts: In the first part, the Training of Trainers (TOT) handbook and Field Visit Manual was prepared. In the second part, training workshops was conducted to train municipal officials of about 43 cities of National Capital region (NCR). In the third part, a national level workshop would be conducted for three members each from 13 Training Entities (TEs). In August, 2018, the fourth part would cover training of officials from 1600 statutory towns by 13 TEs, through 80 city cluster workshops from September to December 2018. And finally in the fifth part the research questionnaire and feedback forms collected from the workshops would be analyzed and reports would be prepared between January to March 2019. The workshops would mainly involve exposure visits to different Solid Waste Management (SWM) locations in different parts of India with some classroom sessions on first and last days.
