Prof. Usha P. Raghupathi is an urban planner with over 33 years of professional experience in the urban sector. She has a Masters degree in Geography from Delhi University and a Post-Graduate Diploma in Planning from the School of Planning, CEPT, Ahmedabad.  She has done short-term courses at the Institute of Housing and Urban Development Studies (Netherlands), Life Academy (Sweden), and USAID sponsored courses in U.S.A.  She has conducted research on urban services (particularly water supply, sanitation and solid waste management), urban poverty, public-private partnerships in urban services, urban environment, amongst others. She is currently working on urban climate change and urban green growth issues.  She has been involved in appraisal/evaluation of Government of India’s programmes such as JNNURM and AUWSP.  She has conducted training programmes for municipal officials and is involved in capacity building efforts on urban climate change.

Prof. Raghupathi is a LEAD Fellow (Leadership for Environment and Development, initially funded by the Rockefeller Foundation).  She has also been a member of the Board of Directors of LEAD India.  She is an Associate member of Institute of Town Planners, India.  She has written many research reports and published papers (national and international) on subjects related to urban affairs.

Waste Management and Environmental Health

Dr. Shyamala Mani, Professor, National Institute of Urban Affairs (NIUA) has an MSc. in Microbiology from Madurai Kamaraj University, M.Phil and Ph.D degrees in Environmental Science from JNU, India and an MPH from School of Public Health, University of California, Berkeley, USA. A national science talent scholar, a recipient of ICAR Fellowship in Agri. Microbiology and Fogarty Int. fellowship in Environmental Health, she has presented papers in several conferences and seminars in India and abroad. Her projects have received international recognition including the UNCHS Global 100 award for Community based waste management and Low cost sanitation in slums in Bangalore, the Plasticon India award for innovative Plastics Reuse and Recycling, recognition by International Model Forest Network Canada and Regional Centres of Expertise of the UNU-IAS Japan for setting up the Regional Centre of Expertise at Kodagu (Coorg) for management of pilgrimage places. 

She worked as Programme Director, Waste and Resource Management at the Centre for Environment Education (CEE), a centre of excellence supported by the Ministry of Environment and Forests (MoEF), Govt. of India for 25 years before she joined NIUA in December 2012. At NIUA, she has helped complete Operationalizing of the National Urban Sanitation Policy (NUSP) and waste management documentation project for PEARL.

Dr. Debolina Kundu is an Associate Professor at the National Institute of Urban Affairs, New Delhi, India and has over 20 years of professional experience in the field of development studies. She has a Ph.D degree from Jawaharlal Nehru University, New Delhi. She has been a doctoral fellow with the ICSSR and post-doctoral fellow at the Local Government Initiative, Hungary. She has previously been engaged as a consultant with several national and international organizations, including IIDS, UNDP, UNESCAP, KfW Germany, GIZ, Urban Institute, Washington etc. on issues of urban development, governance and social exclusion. She was the coordinator of JNNURM Reform Appraisal for eight states. At present, she is in charge of the Data Centre and HUDCO Chair activities at NIUA, coordinating a project on 'Internal Migration in India' and working as an urban specialist for the ADB  supported Knowledge Hub for South Asia. She is the editor of the journal Environment and Urbanisation, Asia. She has a large number of articles published in books and journals of international and national repute with Sage, Oxford  and other leading academic publishers.

  Paramita Datta

Paramita Datta Dey is Senior Research Officer 1. She has a Masters degree in Geography from the Delhi School of Economics (Delhi University) and a Post- Graduate degree in Planning with specialization in Environmental Planning from the School of Planning and Architecture (SPA), New Delhi. She has over seventeen years experience in the fields of urban development; urban poverty, water & environment; environmental assessments, natural resource management, urban governance and environmental policy issues.

Prior to NIUA, she has worked in the Ministry of Environment & Forests, Centre for Science & Environment, Centre for Policy Research and consulting firms. She has contributed in projects / programmes funded by bilateral and multilateral agencies e.g., UNDP, CIDA, World Bank, ADB etc. She has also participated in research in long-term national level urbanization and environmental policy.

Several of her research based work have been published as Working Papers and/or Research Papers on various issues related to urban poverty reduction, land tenure, urban sanitation etc.

Dr. Sandeep Thakur is Senior Research Officer. He is a Ph.D (Economics) from Jawaharlal Nehru University and has over two decades of experience in the field of urban finance. Prior to NIUA, he worked at the Institute of Chartered Accountants and the National Institute of Public Finance and Policy. He has contributed to many research studies, which were mainly funded by UNDP, CIDA, World Bank, MOUD, MoF and Central Finance Commissions (11th and 12th). His specialization is in municipal finance and budgeting systems of ULBs as well as in public policies related to urban areas and municipal legislations etc. He has undertaken appraisal of City Development Plans and tracking of urban reform agenda under JNNURM. Currently he is the coordinator of Central Finance Commission (13th) Support Cell at NIUA.

Dr. Debjani Ghosh is Senior Research Officer 3. She is a social scientist with a  PhD in Planning from School of Planning and Architecture, New Delhi. She has more than 15 years of professional experience in the field of regional and urban development planning with keen interest to work in the domain of capacity building through knowledge management and sharing, which is also her present area of work. Currently she is team leader for the Peer Exchange and Reflective Learning (PEARL) project and the ADB supported South Asia Urban Knowledge Hub. 

Before joining the Institute, Dr. Debjani Ghosh has been Lecturer and Visiting Faculty in School of Planning and Architecture, New Delhi and Assistant Professor, Centre for Urban Development, Haryana Institute of Public Administration, Gurgaon.

Mr. SB Jain has practiced law  after retirement from the office of the Comptroller and  Auditor General of India. He has 40 year experience of working in that office. He has dealt with the accounts of various autonomous bodies subject to CAG Audit. Presently he is a consultant at NIUA since 2014. His responsibilities involves looking after supervising administration work. Besides he is also supervising accounts, IT Procurement, general procurement, maintenance of office property and other miscellaneous work given by the head of the Institute time to time.

Mr. Diwan Singh is working with NIUA for more than 34 years. He has expertise in Office Accounts and Administration. He is looking after entire Office Accounts which includes main account (funded by MOUD) and other project accounts. Funded by various agencies e.g. ADB, USAID, other state agencies. He is also responsible for the liaison work with MOUD etc.
