The study analyses the changes in the state of municipal finances between 1979-80 and 1983-84. This is attempted through an examination of the tax and non-tax receipts of these bodies. The capital and revenue expenditures of local governments have also been studied.

Examines the problems associated with property taxes; the methods that could be adopted to arrest the decline in this important source of revenue; and how to enhance the resource position of municipal bodies. It also proposes steps to overcome these problems.

• Upgrading Municipal Services: Norms and Financial Implications (Vol. I & II), 1989

Based on a comprehensive sample of 157 municipal bodies within the size category of 1-7.5 lakh population, the study analyses the financial resources required for upgradation of core municipal services like water supply, environmental sanitation, street lighting, roads and preventive medical services. It presents a perceptible analysis of the problems confronting the local bodies and suggests policy options for their solution.

• Resource Mobilisation by Local Bodies in the National Capital Region, 1989

Examines the present financial position of municipal bodies, identifies the factors responsible for their weak financial position and recommends a comprehensive package which could help to augment their capacities to maintain services at an upgraded level.

• Pricing of Urban Services, 1990

This study heralds a beginning in efforts to understand the complex issues involved in the pricing of urban services. It attempts to ascertain the procedures and techniques of pricing two important services – water supply and solid waste disposal – followed by municipal bodies and their ability to recover the costs of providing these services from the users. Based on field data collected from nine cities of different sizes and functional specialisation, the study shows that both these services are underpriced and therefore jeopardise the overall financial viability of the municipal bodies. It points out that in order to make these services self-paying, water tariffs will have to be increased substantially, and municipal bodies must recognise the financial worth of solid wastes and use them as an important resource.

• Municipal Corporation of Delhi: A Study of its Finances, 1990

This study examines the revenue and expenditure pattern of the Municipal Corporation of Delhi (MCD) over a period of time and assesses the impact of various measures that have been adopted by the MCD to increase its revenues and to regulate expenditure.

• Financing Urban Infrastructure in India, 1997

This study provides an overview of urban infrastructure finance in India. The magnitude of resources required for augmenting municipal services is a cause of concern. It is in this context that an attempt has been made to identify innovative financial arrangements for the delivery of urban services. The report includes a national perspective and detailed case studies of selected cities namely Bangalore, Visakhapatnam, Aurangabad and Mangalore.

• Abolition of Octroi: A Study of its Impacts on Municipal Finances and Transport Efficiency, 1998

The study, sponsored by the Ministry of Surface Transport, seeks to explore the impact of octroi in a comparative framework. Three states where octroi was abolished have been compared with states where octroi was present. The study objectives were to: study the nature and efficacy of substitute of octroi in non-octroi states in terms of revenue yield; study the impact of abolition of octroi on transport efficiency and urban economy in a comparative framework; and examine the impact on municipal finance.

• Kanpur Municipal Corporation: A Study of its Finances, 1996

Sponsored by the State Finance Commission, Uttar Pradesh, the study (i) documents the current practices of tax administration in the Kanpur Municipal Corporation (KMC) and (ii) analyses the trends in municipal finances in KMC. Based on the analysis of the information collected certain suggestions for improving the tax administration and finances of the Corporation have been made.

• A Study of Municipal Finances for Faridabad and Sonepat, 1996

Based on the analysis of the information collected certain suggestions for improving the tax administration and finances of these Corporations have been made.

• Financial Profile of the Municipalities of Assam, Karnataka, Kerala, Rajasthan and Tamil Nadu, 1999

This financial profile of the municipalities of Assam, Karnataka, Kerala, Rajasthan and Tamil Nadu was prepared for the Eleventh Central Finance Commission in Collaboration with the NIPFP. The study analyses the growth pattern of revenue income and expenditure of the aforesaid municipalities. It also highlights the reasons for the higher growth in revenue income of the selected municipalities.
