Prof.
Govinda Rao, Director, NIPFP made a presentation on "Urban Governance
and Finance" at NIUA, New Delhi, on May 12, 2010. The meeting was
Chaired by Dr. Isher Ahluwalia, Chairperson, HPEC.
Dr. Partho Shome, Chief Economist, HMRC,
U.K., was the discussant and said that Dr. Rao has presented a good
conceptual summary and comprehensive review of urban governance indicators
and financing. 
He touched upon the vertical and horizontal imbalances in the governance structure, the 74th Constitutional Amendment, and public financial management issues.
There was extensive discussion on municipal governance issues. The workshop was attended by Prof. Om Mathur, Mr. Sudhir Mankad, Mr. Vijayanunni, Mr. Arbind Modi, amongst others.
