The Ministry of Urban Development (MoUD) requested National Institute of Urban Affairs (NIUA) to organise a review meeting of various stakeholders of the PEARL Program.
 “Peer Experience and Reflective Learning” (PEARL) is an initiative under JNNURM to support cities to actively pursue activities for cross learning and sharing best practices in implementation of projects and reforms.  For this purpose, the cities have been divided into five groups, namely,
  • Mega Cities;
  • Industrial Cities;
  • Mixed economy;
  • Cultural Cities; and
  • Cities of Environmental Importance.
The meeting was chaired by Mr. A.K.Mehta, Joint Secretary, MoUD, the participants included representatives from NIUA, Technical Cell JNNURM, CEPT, RCVPN Academy, CMA-MP, Mega City Association (MCA), UAA and AIILSG. Various knowledge managers of different groups made presentations highlighting their efforts, potentials and constraints. Heritage cities and Mega cities group have made substantial progress as compared to the mixed economy, industry and environmental sensitive city groups.

Mr. A.K.Mehta responded to the various issues raised by the knowledge managers.  He mentioned that there is a need to sustain PEARL beyond JNNURM.  He added that this is a huge opportunity to fill the knowledge gap.  Mr. Mehta also suggested that there is a need for mid course correction for groups which are lagging behind. It is expected that PEARL activity will be operational very soon.
