Meeting of Primers for Optional Reforms under JnNURM

NIUA is preparing Primers for Optional Reforms under JnNURM. A presentation on draft primers was organized at NIUA on Jan 21, 2009. It was attended by Mr. Nitin Gokarn, Director, NURM-III, MoUD, Mr. Gopal Prasad, Dy. Director, MHUPA, Ms. Harkiran, Ms. Monika, JnNURM Cell, Mr. Srinivas Kowligi, Consultant, IUSF, Mr. Hitesh Vaidya, Consultant, FIRE, Mr. Meesha Tandon, Consultant, USC and research staff of NIUA.

In the meeting, presentation was made on the following primers:-

  • Administrative Reform;
  • Structural Reform;
  • Revision of Byelaws to make Rainwater Harvesting mandatory in all buildings;
  • Introduction of Computerized Process of Registration of Land and Property; and
  • Encouraging Public Private Partnership.

The group held extensive discussions and gave suggestions. NIUA will be revising the primers based on these suggestions.

NIUA is also in the process of preparing the following draft primers:

  • Earmarking of Land in All Housing Projects for EWS/LIG category;
  • Reuse of Recycled Water;
  • Introduction of Property Title Certification System in ULBs; and
  • Simplification of Legal and Procedural Frameworks for Conversion of Agricultural Land for Non-Agricultural Purposes
