Presentation on Market Worthiness : Data Quality and Dissemination Standards for India Cities

Dr. Jessica S. Wallack, Director, CDF, IFMR, Chennai made a presentation on her paper on Market Worthiness of Urban Local Bodies in India at NIUA on August 2, 2009. The presentation was chaired by Dr. Isher Ahluwalia, Chairperson, High Powered Expert Committee (HPEC) and other participants included Dr. Indira Rajaraman, Member, 13th CFC, Prof. Om Mathur, NIPFP, representatives of credit rating agencies, international organizations, and urban experts.

This paper proposes a new data quality and information dissemination standard, the Market Worthiness Disclosure Standard (MWDS) to enhance India’s cities’ prospects for accessing private finance efficiently and sustainably. The standard is meant to ensure that cities provide investors with adequate information to quickly and easily assess risk on an ongoing basis. There were extensive discussions at the end of presentation and participants made a number of suggestions.
