Slum Free Cities: A Workshop on City-Wide Strategies for Slum Upgrading

The vision of slum free cities launched under Government of India's Rajiv Awas Yojana (RAY) scheme sets the ambitious target for cities and states to move from project level slum upgrading activities to city-wide strategies. A number of cities have begun developing Slum-Free City Plans, building on insights they have gained from implementing projects under Jawaharlal Nehru National Urban Renewal schemes for the urban poor. This workshop on Slum Free Cities was jointly organized by the CHF International and CEPT University in partnership with AIILSG and NIUA on August 13, 2010 at NIUA. It provided a forum for municipal governments and supporting entities to exchange ideas on how they have developed Slum-Free City Plans called for under RAY. Dr. P. K. Mohanty, Additional Secretary and Director JNNURM, Ministry of Housing and Urban Poverty Alleviation (HUPA) made presentation on the RAY guidelines. Dr. Arun Panda, Secretary Housing and Urban Development, Orissa and Mr. G. V. Kongwad, Secretary Housing Government of Karnataka gave state governments perspective on slum upgradation policies and approaches. City case studies of Pune, Ahmebadad, Bangalore, Nagpur and Bhunbaneswar were be presented to illustrate how cities have approached and formulated components of these plans. Presentations examined the challenges and opportunities for cities in implementing some of the key components. There was substantive dialogue on planning processes that cities must carry out under RAY, from integrating spatial and socioeconomic data into management information systems, to defining redevelopment models and modifying master/development plans. |
