Round Table on City Wide Slum Strategy and Rajiv Awas Yojana, Bhubaneswar

This Round Table was organized by Government of Orissa and Indo-US FIRE (D) Project in Bhubaneswar on May 21, 2010. It was attended by over 40 persons representing Orissa Government, FIRE (D) Project, NIUA, ULBs of Bhubaneswar, Cuttack, Sambhalpur, Puri, Beharampur, etc. Mr. Deepak Mohanty Additional Secretary Housing and Urban Development Orissa (HUD) welcomed the participants. Dr. A.K. Panda Principal Secretary Housing and Urban Development Orissa gave a brief background of the meeting focusing on JNNURM projects in the State. Prof. Chetan Vaidya, Director NIUA key remarks and promised all possible help to the State in capacity building and project preparation. Mr. P. C. Rath and Dr. Renu Khosla of the FIRE (D) Project made a presentation on ongoing City Wide Slum Strategy for the Bhubaneswar City and Way Forward. Mr. Rath pointed out that based on studies carried out by the FIRE (D) project the State has simplified rules and reduced costs of extending water supply and sewerage connections to slums in Bhubanewar. The State Secretary informed the audience
that these changes would be extended to Cuttack and other urban areas of
the State. Dr. P. K. Mohanty, Additional Secretary Housing and Poverty
Alleviation Government of India said that the Orissa Government and
Bhunanewar Municipal Corporation have taken very good initial steps in
preparing a City Wide Slum Strategy. He gave a presentation on Rajiv Awas
Yojana (RAY) and said that preparation for the Scheme would include: (a) Legislative Rights for Property Rights; (b) Identification and Demarcation of Slums; (c) Base Map Preparation; (d) A Whole City/Region Approach; (e) Slum Survey and Choice of Land Tenure and Development Model; (f) Catergorization of Slums; (g) Formulation of Slum Free City Plan; (h) Modification in Master Plan/CDP; and (i) Capacity Building Plan. Dr. Mohanty offered all possible technical and financial help from HUPA to prepare city wide projects in the State. He also requested FIRE (D) Project and NIUA to help the State in setting up a Project Management Unit at State and City levels. There was extensive discussions at end of the presentations. The meeting ended with Vote of Thanks by Mr. Gadadhar Parida Commissioner Bhubaneswar Municipal Corporation. |
