About the project

The main objective of the Government of India (GOI) – United Nations Development Programme (UNDP) Project titled ‘National Strategy for the Urban Poor’, is to empower the urban poor so that they can contribute effectively to decisions in the public domain that impact their lives. The project strategy would seek to provide them with a forum to discuss their needs and the obstacles to meeting them. The project seeks to build capacity for implementation of innovative urban poverty alleviation plans, with the thrust on basic services and socio-economic upliftment of the slum populations. It will demonstrate successful interventions related to urban poor livelihoods through strengthening and up scaling of the community and NGO-led initiatives active in the NCR.

The National Institute of Urban Affairs (NIUA) is implementing two components of this project viz. TULCI and the NCR components.  The brief objectives of the components are:

Innovation Fund entitled ‘Transforming Urban Living Conditions through Innovations (TULCI)’.  TULCI will give technical and financial support for innovative and promising livelihood initiatives already started by urban poor communities and their supporters, to be able to broaden and deepen them more systematically across the country.  The fund will provide better access and incentive for innovations in urban poverty and slum development initiatives.

Targeted support to civil society in the NCR to promote urban poor concerns and to address multiple vulnerabilities of urban population.  This component provides targeted support to 21 community associations and NGOs active in the NCR of Delhi in promoting concerns of the urban poor and grounding interventions to address multiple vulnerabilities of urban poor.
