TRAINING

Besides being a leading national institute for urban policy research, NIUA is also in the forefront as a training institution in the fields of urban management and urban poverty alleviation. In partnership with a network of training institutes, it conducts training programmes and workshops, assesses training requirements of urban organisations and produces the necessary training material. A thrust area of the Institute's training activities has been capacity building of municipal bodies and urban infrastructure agencies under the Institute's ongoing Financial Institutions Reform and Expansion (FIRE-D) programme. In this area, training is being imparted to top and middle level functionaries of these organisations on:

  • Municipal Finances and Accounting
  • Management of Urban Environment
  • Management of Urban Services
  • Financing of Urban Infrastructure
  • Resource Mobilisation
  • Privatisation, Pricing and Cost Recovery
  • Valuation and Assessment of Property Taxes
  • Project Formulation for Urban Infrastructure

NIUA is also a premier training institute under the government's poverty alleviation programmes. In partnership with the Ministry of Urban Affairs and Employment, and UNICEF, NIUA has been conducting training programmes and workshops for capacity building of city managers, administrators, community facilitators and elected representatives for reaching the urban poor, especially women and children.

  • NIUA has evolved a unique action oriented training methodology linking training with implementation with the objective of ensuring the emergence of sustainable community systems.
  • NIUA has been engaged in building capacities of training partners, sectoral agencies, institutions and other officials involved in implementing urban development programmes in the use of Participatory Learning and Action (PLA).
  • Training is also imparted in Visualisation in Participatory Programme (VIPP) techniques for making training participatory.
  • NIUA is involved in the training for capacity building of city officials/councillors in the use of Management Information Systems on UBSP for better planning of community level interventions and for monitoring achievement of National Plan of Action goals.

NIUA specialises in the production of a wide range of communication and training material in Hindi and English such as exercises, case studies, readers, films, manuals and modules, resource books, self-learning material, success stories, newsletters, brochures and pamphlets. These are an integral part of NIUA's training activities and, are hence, not produced in isolation but are inevitably linked to the objectives of the training and the goals of the larger programme under which it is conducted. The material draws heavily on the Institute's rich research and field-based hands-on experience. A large photo bank on urban poverty supports advocacy activities.
