Mr. K. Mukundan, Sr. Consultant, ADB had delivered a brief presentation on "Project Development in Urban Infrastructure" on Thursday 21 February, 2008 at 4 PM Shri V.K. Phatak, Former Chief Planner, MMRDA was also present during the session as a special guest. The objective of the Project Development is to identify, conceptualize, structure, develop and eventually deploy resources to implement the projects. The objective is also to create the necessary framework that facilitates private enterprise to invest in urban infrastructure projects. The reality is that the Urban Local bodies have limited financial capacities, poor performance, non- revision, limited innovation in resource mobilization and inadequate capacity to develop projects. They have restricted knowledge of the consulting/ design market and limited oversight and implementation skills.
NIUA can start to play a new role by developing concepts, project management, project documentation, procurement, etc. As NIUA’S USP is that it has outreach to the small and medium towns and it can act essentially as a bridge between the needs of these towns and what the market offers. He mentioned some initial ideas on setting up a Project Development Cell at NIUA. |
