A workshop on Municipal Finance with focus on Reforms in Property Tax was organised in Kolkata on April 4, 2008 by Mega Cities Association. This was supported by Kolkata Municipal Corporation. Over 50 participants including Commissioner, Deputy Commissioners, Joint Commissioners, Commissioner-Finance, Chief Assessors, Collectors and Revenue Officers of Mega Cities, officials from Government of West Bengal, etc. attended this programme.  Dr.Debjani Ghosh, Senior Research Officer and Mr. Ajay Nigam, Junior Research Officer, NIUA participated in this event.

Dr. Debjani Ghosh delivered a presentation titled 'Best Practices on Property Tax Reforms in India: A Research Study' which explained the methodology for the on-going MoUD supported study on preparing a framework to help states develop a policy on PT reforms. Ten JNNURM cities have been taken as samples of which Kolkata is one. Prof. D.N.Banerjee, Member, Municipal Valuation Committee chaired the first Technical Session in which other presentations were experiences from Kolkata Municipal Corporation (Assessor-Collector, KMC), Ahmedabad Municipal Corporation (Deputy Municipal Commissioner, AMC) etc. The participants showed keen interest in NIUA’s project and hoped the study results and guidelines suggested would help many of the cities that are in the transition phase to reform faster.
