Special Commissioner BBMP visits NIUA

Mr. Sandeep Dash, Special Commissioner (Resource and Finance), Bruhat Bangalore Mahanagar Palike (BBMP) visited NIUA and had discussions with the research staff on recent innovations undertaken by the corporation in budgeting resource mobilization and auditing. The BBMP budget for 2008-09 has been divided into nine documents. It includes:

  1. Action Taken Report (ATR) on what the previous budget promised and specific actions taken;

  2. a program of capital works describing works and amount;

  3. and a budget for urban poor/SC-ST covering 18% of the total capital budgeting

The ATR prepared first time by BBMP has been highly appreciated by the citizens of Bangalore. BBMP has also taken specific measures to improve revenue through property tax and advertisement tax measures.  It is focusing on 2,000 high value properties for property tax.  A High Value Property  Assessment Cell under the Dy. Commissioner has been set up in the head office of BBMP.  Total Station Survey; a modern technology tool, is used to assess these high value properties and re-assess their property tax.  It is expected that the revenue from these 2,000 properties will help BBMP to increase its revenue from 2-3 times.  BBMP  has taken measures to increase advertisement tax.  A radio frequency device will be installed on all advertisement boards.  It is expected that the revenue from this service is likely to increase by 7-8 times in the coming financial year.  BBMP has also taken measures to improve its auditing function.  A pre-audit system has been introduced to reform the process. All these measures will help BBMP to achieve its targets from reforms under JNNURM.
