Presentation on Implementation of Accounting Reforms in Local Bodies- Current Scenario and Way Forward

Mukesh Mathur, NIUA participated in a workshop on Implementation of
Accounting Reforms in Local Bodies- Current Scenario and Way Forward from
15-17 January 2009 at Goa, organized by Ministry of Urban Development in
collaboration with ICAI. He delivered a presentation on Role of NIUA in
Implementation of GoI Agenda on Accounting Reforms in the ULBs and was
also a panelist in the concluding session of the workshop. Other panelist
in the session were Mr Jayant Gokhle, Mr C.A. Kashi Prasad Khandelwal of
ICAI, Mr Sandeep Das, Additional Secretary, Urban Development, Government
of Orrisa and Mr Sanjay Sethi, DMA, Maharasthra.
Workshop made some key recommendations for the effective implementation of accounting reforms in the ULBs which include: (a) initiate a certificate course by ICAI in collaboration with GoI to train accounting personnel of the ULBs, (b) create a separate cadre for the finance personnel, (c) modify recruitment rules to address the reforms, (d) capacity building and regular training of municipal accounting personnel's, etc.
The workshop was well attended by central and senior state government officials, Mayors, representatives from international agencies and experts in the field.
