Model Municipal Law (MML)

 

 

Ministry of Urban Development, Government of India, model municipal law aims to  promote good urban governance and  self-sustainability of urban local bodies as viable entities of local self-government. MML is expected to facilitate the introduction of urban reforms, to leverage public funds for development of urban infrastructure, and to create an environment in which urban local bodies can play their role more effectively and improve service delivery.
Tax-free Municipal Guidelines  GoI-issued guidelines, including revisions, for the issuance of tax-free status for municipal bonds to facilitate ULBs in accessing the municipal bond window.
Pooled Finance Development Fund Guidelines & Toolkits  The Ministry of Urban Development, Government of India, guidelines and toolkits for the operationalization of the PFDF to credit enhance smaller- and medium-sized ULBs to access the capital market to fund bankable urban infrastructure projects.
Assessment of e-Governance Initiatives in India  Study conducted on ongoing e-Governance initiatives taken by various states and ULBs in India. The findings of this assessment helped in designing the National Mission Mode Project on e-Governance in Municipalities.

Financial Resources and Private Sector Participation in Solid Waste Management in India  Report prepared to support GoI Technology Advisory Group (TAG) in improving financial and PPP aspects of solid waste management.
Integrating Gender into FIRE (D)  Study outlines a strategy for integrating gender into urban infrastructure projects. 
Approach to State-Municipal Fiscal Relations (Options and Perspectives)  Study provides perspectives and approaches to emerging state-municipal fiscal relations in India in the context of the formation of state finance commissions.

Greater Bangalore Water Supply and Sewerage Project for Eight Cities in Bangalore Metropolitan Area (Pooled Finance Framework) Project development report for $150 million greenfield water and sewerage project to serve 1.2 million total population in eight ULBs surrounding Greater Bangalore, including market-based, pooled financial framework. 
Maharashtra  and Orissa Municipal Accounts Manuals Manuals formulate a modern financial management system through double entry accrual accounting to introduce transparency and accountability into Maharashtra’s and Orissa’s municipal finances. The Manuals detail the accounting policies, procedures, and guidelines designed to ensure correct, complete and timely recording of municipal transactions and to produce accurate and relevant financial reports.

STP Investment Sustenance Study - Vijayawada Municipal Corporation “Investment Sustenance Study” assessed the financial viability of Vijayawada Municipal Corporation vis-à-vis a proposed citywide underground drainage (UGD) project.
