Expression of Interest

GOI-UNDP Project “National Strategy for Urban Poor” Transforming Urban Living Conditions through Innovations (TULCI)
National Institute of Urban Affairs (NIUA) invites Expression of Interest (EOI) from established firms and institutions, which have experience and interest in following areas/activities:  

Preparation of Urban Poverty Reduction Strategies (UPRS): The objective is to support innovations that promote participation of the poor in urban poverty reduction strategies so that their concerns are mainstreamed and addressed.  This could include initiatives to promote pro-poor institutional reforms and changes in regulations as well as sub-sectoral strategies aimed at leveraging resources for addressing the concerns of the poor. 

The UPRS should inter alia, address community-based livelihoods promotion activities and innovative approaches in Public-Private-Community Partnership (PPCP) for provision of basic services to the poor

The preparation of Urban Poverty Reduction Strategy (UPRS) would be undertaken in following twelve cities that are covered under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM):

North

  • Ludhiana, Punjab

  • Chandigarh (UT)

  • Lucknow, Uttar Pradesh

  • Jaipur, Rajasthan

West

  • Mumbai, Maharashtra

  • Pune, Maharashtra

  • Ahmedabad, Gujarat

  • Indore, Madhya Pradesh

East

  • Kolkata, West Bengal

South

  • Chennai, Tamil Nadu

  • Bangalore, Karnataka

  • Hyderabad, Andhra Pradesh

JNNURM is a recent and wide-ranging initiative of the Government of India that aims at providing incentives to cities to undertake institutional, structural and fiscal reforms, necessary to improve service delivery systems that make cities sustainable, enhance local economic performance, and bring about transparency and accountability in the functioning of municipal governments.

The general criteria laid down under TULCI are as follows:

  • The project should contribute to development of good practices to address the immediate needs of the urban poor.

  • The project should be based on the principle of participation of the poor in decision-making and thus must support community action.

  • While being innovative projects must be such that they could be managed or led by poor-communities.  This is critical for sustainability and replication on the one hand and for promotion of community ownership on the other.

  • Opportunities for leveraging of other pro-poor initiatives by the govt. and other donor agencies.

  • Direct link with a public policy initiative.

While there will be no lower limit for any project, it would be desirable to take up individual proposals with an average funding of Rs.10-15 lakhs. 

It is expected that it will involve 6 months of work depending on the size and institutional set-up of the city.

Firms and institutions wishing to participate in this exercise should furnish the following details and send them to the address given below:        

Details to be furnished:

  • Name and year of establishment of firm/institution

  • Number of professional and technical staff

  • Main activities of the firm/institution

  • Turnover 2004/05 and 2005/06

  • Experience of the firm/institutions in similar exercises

Firms and institutions should indicate, in not more than one page, their suitability for undertaking the job and specify the area/activity they will be interested to take up.

After a review of the EOI firms/institutions would be short-listed and only the shortlisted firms/institutions will be invited to submit comprehensive proposals on the TOR (Terms of Reference) provided by the Institute. For further information/enquires please contact at the address below:
