PREPARATION OF CITY SANITATION PLANS IN ORISSA

 

1.0 Background

 

The National Urban Sanitation Policy (NUSP) recognizes cities should consider a fully integrated approach to city sanitation, covering safe management of human excreta, solid waste management, and drainage. In order to achieve this, cities should recognize the need and work towards transforming themselves into fully sanitized, healthy and livable places. The NUSP envisages the formulation of a State Level Sanitation Strategy and City Sanitation Plans (CSP).

 

2.0 CSPs for Orissa Towns/Cities

 

The Government of Orissa intends to develop City Sanitation Plans (CSPs) as per the NUSP for eight towns/cities/towns in phase I (Table 1).

The CSPs will be prepared through consultations with all relevant stakeholders in each of the sectors covered through the following tasks:

 

  • Collect and Review available data (with ULB as well as other sources), identify key gaps in information, and carry out supplementary data collection (through rapid field surveys, case studies, consultations, etc.) with the urban local body.

  • Assist in developing and implementing a plan for consultation with the stakeholders and communities in the process of development of city sanitation plans. Guide and work alongside ULB personnel in conceptualizing and developing the Citywide Sanitation Plan including providing feasible technological options in respect of the collection, treatment and disposal of domestic sewage, waste water (domestic,  industrial and public institutions), solid waste and storm water. 

  • Devise an action plan, including financial plan, for implementing the city sanitation plan in a time-bound manner.

  • Provide expert advice to the ULB in all aspects of sanitation, including the areas of awareness generation, extending access to urban poor and un-served communities.

 

The Ministry of Urban Development (MOUD) has sanctioned following costs for preparing CSP in eight towns of Orissa:

 

  • Baripada : Rs. 7.5 lakh; 

  • Berhampur Sambalpur, Rourkela, Puri, and Balasore : Rs. 10 lakh each; and

  • Bhubanwar and Cuttack: Rs. 15 lakh each.

 

The CSP should be the City’s own Plan and should be developed in a participatory manner.  Accordingly, the team of consultants will need to work closely with ULB personnel to ensure ULB’s eventual ownership of the process as well as the CSP. Draft Terms of Reference are attached.    

 

3.0 Role of NIUA

 

The Government of Orissa has identified the National Institute of Urban Affairs (NIUA) New Delhi as the Technical Coordinator to carry out the work. Information about NIUA may be obtained from www.niua.org.   It is tentatively proposed to divide the 8 selected cities/towns for preparing the CSPs into following three groups: 

 

(a)   Bhubaneswar and Puri;

(b)   Cuttack, Balasore and Baripada; and

(c) Sambalpur, Rourkela and Berhampur.

 

4.0 Expression of Interest

 

NIUA invites Expression of Interest (EOIs) from Individual Firm/NGO (Called agency hereafter) or Consortium of Consultants and NGOs   to carry out the work. Each of the Consortiums should identify a Lead Agency. The requirements of the Agency/Consortium are:

 

(a) The Agency or the Lead agency should be a legal entity with at least average turn over of Rs. 1.0 crore in last three financial years (FY 07-08, 08-09, and 09-10). 

 

(b) The Agency or One member of the consortium should have completed a City Development Plan (CDP) under JNNURM or preparing a CSP under the NUSP for a city with population above 1 lakh as per 2001 Census.

 

(c) The Agency or Consortium should have key professionals representing experience of urban planning, environment al engineering, municipal finance, and urban community work.

 

(d) The Agency or at least one member of the Consortium should be based in the State and have successfully worked with urban public agencies in Orissa like ULBs, PHEO, Development Authorities, State Government, etc.

 

The Agency or Lead Agency of the Consortium should send to Director NIUA the following within 15 days:

 

(a) Letter addressed on letterhead of the Agency/Lead Agency giving: (i) name of contact person and address, (ii) type of legal entity, date and registration number, annual turnover in last three years, (iii) names of other members with their proposed role. Include supporting documents, as necessary.

 

(b) If Consortium, then letter from each member of the Consortium on their letterheads agreeing to be a partner with the Lead Agency on this work.

 

(c) The Agency or Consortium has to identify the member who is based in the State and has successfully worked with public urban sector agencies in the State.

 

(d) The Agency or Consortium has also to identify a member who has prepared CDP or is preparing a CSP in India (mention city name, size as per 2001 census, name of sponsoring agency and funding source).       

 

(e) Relevant past experience on preparation of projects in last five years in India (maximum 10 projects with not more than one page each).

 

(f) Brief CVs of Five or Six key professionals available to the Agency or Consortium for this work (not more than one page each).

 

(g) Amount of additional contribution the Agency/ Consortium could bring to the work, if any.

 

(h) Any other information that will help to establish capacity of the Agency/Consortium to carry out the work.  

 

NIUA may ask for additional or supporting documents, if necessary. Only Agencies with demonstrated experience and excellent track record in similar assignments will be considered for short listing as per norms. A Committee set up in consultation with the Government will help NIUA to prepare a short list of eligible Agencies /Consortiums. The short listed Agencies/Consortiums will be provided with detailed Scope of work for the work. NIUA would invite technical and financial bids for each of the three groups of cities/towns from short listed Agencies/Consortiums.

 

Director of NIUA may reject any or all the EOIs received.

 

The last date for receipt of the E.O.I. is Thursday July 8, 2010 at 5.00PM Documents received thereafter will not be accepted. EOIs should be submitted for the above service and clearly marked on sealed envelope “Expression of Interest Preparing City Sanitation Plan-Orissa” and addressed to:
