Doing Business in Indian Cities

About the Project:

 

NIUA studies conducive environment for Doing Business in Indian Cities

The Ministry of Commerce and Industry has assigned NIUA the study on "Doing Business in Indian Cities" with regard to two parameters namely, Property registration including mutation and Dealing with licenses, out of the ten Doing Business parameters. The present study which was initiated in August 2007, has expanded the scope under dealing with licenses and included factory, trade and rickshaw pullers licenses in addition to the existing building permit license. 

Objective: 

  • To streamline the process of obtaining clearances in least possible procedures and time and thereby improve the overall performance of India with regard to the parameters of property registration and dealing with licenses. 
  • To identify best practices in global and Indian context and suggest the same to state governments with regard to the above indicators. 

Scope: The study is confined to the following cities from each region, namely-

  • North- Delhi and Ludhiana 
  • East-Kolkata and Ranchi
  • West- Mumbai and Surat 
  • South-Trivandrum, Bangalore and Cochin 
  • Central- Indore and Lucknow

Methodology: 

  • Study of existing bye-laws
  • Discussion with sub-registrars, sale deed writers, lawyers, local body officials, property consultants, architects, agencies giving clearances/ NOC
  • Review of applications made for property registration and securing licenses (building permit, factory license, trade license and rickshaw pullers) for 2006-07 based on structured questionnaire 
  • Interview with applicants 

The study is expected to be complete by May 2008.
