City Training Plan, Surat

 

About the Project:

 

The broad objective is to give exposure to the policy makers at state and local level to policy analysis pertaining to JNNURM reforms; keep them up-to-date and enhance professional knowledge and skills needed for better performance; and bring about right attitudinal orientation.  They need to be professionally equipped with the knowledge and skills for policy analysis, strategic planning and policy formulation. This will develop their capacity to better appreciate reform process and adopt strategic approaches to strengthen governance at state and local level. NIUA would assess the nature and quantum of training needs and then prepare a detailed city training plan (CTP).

Major Outputs:  

The primary aim is to create a dedicated and suitable capacity to prioritize, conceptualize, develop and manage the JNNURM supported reforms so as to ensure sustainability both managerial and institutional. One of the most basic and important issues is that ULBs do not have structured training programmes. Even if they exist, they address specific aspects of functional skills. The ULB employees would need in-depth training, while higher-level officials would need more of an overview. Training implications also flow as major focus of JNNURM is on improving the quality of life of the local citizenry, creating urban infrastructure and regulating physical and socio-economic activities.

 

The information will be gathered through a very detailed questionnaire format, which will be filled up after in-depth discussion and interaction with the Commissioner and staff. The information base will vary depending on the specific training needs of each ULB which will include institutional structure of the urban sector agencies in the city, the number of staff in key functional areas, organizational capacity of the ULB. NIUA will identify the strength and weaknesses of the staff and in lieu of that, suggest the areas where training is required along with its duration.
