Dr. Mukesh P. Mathur, Professor at the Institute is a Ph.D. in Economics and has more than 20 years professional experience in the urban sector. He coordinated and conducted a series of research studies and has organised training programmes for municipal functionaries in the areas of local government finance and urban services management. He was also associated as a Research and Training Coordinator with the Indian Human Settlements Programme (IHSP), a joint venture of Government of India and the Netherlands. Before joining NIUA, he served as a Research Fellow at the National Council of Applied Economic Research (NCAER), New Delhi.

Dr Mathur also worked as an Assistant Socio-Economist with the International Potato Centre, South- East Asia Regional office, New Delhi. He is a Shastri Fellow and has obtained Post Graduate Diploma in Housing, Planning and Building from the Institute of Housing Studies, Rotterdam, Netherlands. His research, training and consultancy interests are in the areas of urban policy, urban management, urban infrastructure services and urban finance with a focus on municipal finance. He has published a number of research papers in the leading newspapers, edited books and academic journals.

PhD in Economics (1981): Did PG Diploma in Housing, Planning and Building from the Institute for Housing Studies (IHS), Rotterdam, Netherlands (1985).

 

Has more than twenty five years experience at the National Institute of Urban Affairs (NIUA), New Delhi to design, coordinate and conduct research & consultancy projects on contemporary urban issues and capacity building training programmes for the senior and middle level officials and municipal functionaries working at the central/state or city level.

 

Associated as a Training and Research Coordinator with the Indian Human Settlements Programme (IHSP), a Joint venture of Government of India and the Netherlands (1985-88); Participated as an India Coordinator on Global Project on Cities, Urban Systems and Waste Management based at Montreal, Canada (1993-94); Shastri Fellow – Awarded Fellow ship from the Shastri Indo-Canadian Institute to work on the Privatization of Municipal Services: A case of Solid Waste Management under their Faculty Research Programme (1996). From 1995-1998, coordinated the activities of State Finance Commissions (SFCs) Cell, established at the NIUA by the Government of India for providing technical assistance to the First generation Finance Commission of various states, and also to conduct studies for them on various issues concerning to financial management of Urban Local Bodies. Coordinated and conducted number of studies for the Ministry of Urban Development, Government of India, Central Finance Commissions, United Nations Development Programme (UNDP), ADB, IDRC, and other national and international institutions on various urban issues including infrastructure financing, municipal resource mobilization, municipal accounting reforms, institutional reforms and management of urban services; Associated with the Indo-USAID collaborative Programme Financial Institutions Reform and Expansion (FIRE-D) as a Training Coordinator to design and conduct training programmes on Municipal Resource Mobilization and Accounting for senior and middle level executives of municipal institutions and service delivery agencies (1994 – 1998).

 

Coordinated the activities of Indo-USAID FIRE (D) project at NIUA on behalf of the Ministry of Urban Development, Government of India (2002- July 06). It includes policy promotion to push up the reform agenda of GOI on Good Urban Governance including e-governance in municipalities, capacity building of urban local bodies and training of local government officials, documentation and dissemination of best practices/ urban innovations, etc.

 

Supervised number of research studies conducted under the Indo-USAID FIRE (D) Programme. The studies cover a wide range of themes, such as state strategy for urban development, financial management in urban local bodies, private sector participation in infrastructure delivery, innovative municipal management for mobilisation of resources and upgradation of infrastructure, municipal accounting reforms, etc.

 

Published a series of research papers and articles on various aspects of urban governance and management in the leading newspapers and academic journals, and presented them in the national/international seminars and conferences.
